Last December, many tobacco farmers were handed $2,500 fine for overplanting.
On Tuesday, Haldimand-Norfolk MPP Toby Barrett asked the province to stop what he calls "unfair prosecution".
The Opposition Critic For Agriculture, Food and Rural Affairs said growers are being made to feel like criminals due to the government's strategy on illegal tobacco.
He added most tobacco farmers are hard-working, law-abiding people who just want to be left alone to farm.
Barrett also said the province has allowed contraband to spiral out of control and it's time to fix it.
The recent transition from the old tobacco board has the Ministry of Finance now dealing with licensing and farm inspections.
