Chatham-Kent police say they got a complaint just after 12pm Saturday from the Chatham Wal-Mart.
Employees say a woman had concealed items valued at $188.63, then tried to leave without paying. The loss prevention employee had a woman in custody when police arrived.
Police later released the suspect with a future court date.
SPS Board Chair Kelly Ash said the decision followed discussions with Acting Chief Mike Federico and aligns with practices at other police services.
