Jarrod Rusnak, 38, of Windsor has been charged with failing to remain at the scene of an accident.
Police say the arrest follows a "vigorous" investigation by LaSalle detectives and the OPP.
On June 18, 38-year-old Kevin Emisch was struck by a passing vehicle while riding his bicycle on Huron St. near Matchette Rd.
The victim was transported to hospital with serious injuries and later died in hospital.
