Officers say two kids were playing in a park on Wellington St. when they looked over the fence into the ravine and saw the man.
Police were called in to investigate and took the man into custody.
The accused is charged with committing an indecent act.
People in southern Huron and Lambton counties are being told to limit their time outside.
