The strategic plan for the next four years was accepted Tuesday, paving the way for the city's first ever multi-year budget to roll out in 2016.
The plan puts a focus on valuing individual responsibility, collective accountability, collaboration and innovation.
Council also wants to build a sustainable city, grow the economy and lead in public service.
