According to St. Thomas police, a man tackled the woman to the ground around 8 a.m. on Friday and repeatedly hit her with a cigarette receptacle.
A security guard was also assaulted while trying to intervene.
A 25-year-old man was arrested and charged with assault with a weapon.
SPS Board Chair Kelly Ash said the decision followed discussions with Acting Chief Mike Federico and aligns with practices at other police services.
