London police were contacted just after 1 a.m. on Wednesday by person who saw a man allegedly committing an indecent act in the area of Richmond and King Streets.
Police located and arrested a suspect a short distance from the scene.
A 30-year-old man has been charged with committing an indecent act.
He was scheduled to appear in London court Wednesday.
The blaze broke out on Saturday, just after 2:30 a.m., at a home at 2871 Oil Springs Line.
