Douglas Harding was elected in a by-election held after the resignation of former councillor Richard Orr.
Harding received 654 votes compared to 219 for Shelley Miller-Cameron and 50 for Paul Martin.
By filling the vacant seat Harding will bring council up to five members from the current four.
