Kincardine council is opting to appoint its next councillor to fill the seat left by the passing of Doug Kennedy.
At Wednesday's meeting, staff presented three options to fill the vacant seat, and the choice was to appoint an eligible elector.
Councillor Mike Hinchberger said while a byelection is the most democratic, given the timeline that would create, it didn't seem like the best option.
"If we were to go the byelection route, the way the process would work would not have a replacement in the office until, the earliest was roughly February of 2025," he said. "At that point in time, getting someone up to speed and all the requirements and etcetera tacked on to that, it'd be about six months."
Staff estimated the byelection would also cost about $33,000 and would only be open to Ward 1 residents.
Councillor Beth Blackwell agreed with appointment, but noted she had a desire for the appointee to be from Kennedy's ward.
"I recognize that the Municipal Act does not limit individuals putting their name forward," she said. "I also recognize there have been conversations around whether wards are the best representation, but I think in order to have a proportional representation of the current make-up, it's important that person come from Ward 1."
However, Mayor Ken Craig and the Clerk reminded her that anyone who resides or owns land in the municipality can apply for the opening, and that council should keep an open mind for all candidates.
Council must appoint someone to the seat by November 10. Staff will release more details on the application process next week.
