Sarnia's public works department says it will likely be two or three days before every city street is plowed.
The city has declared a "Significant Weather Event" which allows crews over 24 hours to clear area roadways.
Roads Superintendent Tony D'Agostini urged residents to be patient.
Main roads and bus routes are being given top priority and should be wrapped up by Tuesday night.
"Currently we have 25 pieces of city-owned equipment that's out plowing, additionally we have ten pieces of contracted equipment that are also plowing," said D'Agostini. "At this point, if you allow us to get to the main roads and bus routes there's no point in venturing out until we can get those cleared."
He said they're also working to get sidewalks cleared.
Residents are being asked not to park on the road, and to avoid clearing snow onto roads or sidewalks.
In the meantime, Sarnia police Cst. Nelson Amaral said police have been dealing with a steady number of minor collisions in the city.
"On days like today, drive according to the weather conditions and not the posted speed limits," said Amaral. "You should be driving well below posted speed limits, and please clean off your vehicle for obvious reasons. It improves visibility and you are responsible for anything that flies off of your vehicle. If you're in a minor collision and had to report that to the collision reporting centre, we're asking that you exchange all information at the scene including driver's licence, ownership, insurance and phone number."
Lambton OPP have also been dealing with numerous vehicles entering the ditch off Highway 402. No serious injuries have been reported.
Motorists are reminded to move over and slow down when you see emergency vehicles and tow trucks.
