The cause of Sunday morning's fire at the 18-storey Kenwick Place building in downtown Sarnia remains under investigation.
Sixteen people were taken to hospital and two are reported to be in critical condition.
About 400 residents had been displaced as a result of the blaze that broke out around 1:30am at 160 George St. Officials say at least 140 have been re-located to area hotels.
Sarnia Fire Prevention Officer Roel Bus says the Ontario Fire Marshal's office is investigating the fire that broke out on the third floor at the parking garage.

Seventh floor resident Matt McNeill says he and his neighbours stood on their balconies for close to two hours after being greeted by black smoke billowing from the stairwell.

Bus says water and sewer pipes were damaged and a compromised circuit board cut power to the elevators.
Sunday the high-rise was declared unsafe for occupancy.
Several businesses and a daycare on the ground floor have been allowed to open.
At least 100 people spent Sunday night on cots set up at a reception centre in the gym at Lambton College. The reception centre was shutting down as of 5pm Monday.
The owner of the building, Steeves and Rozema Group, says restoration work will begin when the Ontario Fire Marshal releases the building. The company says its goal is to get people home as soon and as safely as possible.
