Police stopped the vehicle around 2:30pm because the driver had a suspended licence.
They say the man also failed a roadside breath test and was twice the legal limit.
He's charged with driving while impaired, driving while disqualified, failing to surrender an insurance card, and two counts of driving while suspended.
He has a court appearance on September 24.
