The permit for 1141 Lakeshore Road is valued at $1.52 million.
There were 43 permits worth about $5.46 million issued by city hall in March for a year-to-date total of just over $13 million, on par with the first quarter of 2019.
Permits for single-family homes are ahead of last year's pace.
There were five issued in March for a three-month total of 12, compared to just four in 2019.
