Bluewater Health declared the outbreak on Tuesday, after consulting Lambton Public Health.
The hospital said fewer than five patients have confirmed positive for the virus.
Visitors are still allowed in the unit but those experiencing cold or flu symptoms are asked to stay home.
Police said on May 15, at approximately 1:10 a.m., the pair entered the establishment and stole an undetermined amount of goods.
