Sarnia council briefs

Sarnia council wants more information on excessive traffic noise near Canatara Park.

The request comes after a delegation by Pier 100 Sandy Lane resident John Winstone.

Council has asked the city's bylaw enforcement to monitor the situation along Sandy Lane and report back at the next meeting.

Best practices and bylaw options to combat excessive noise in other municipalities will also be explored.

Council asked that Sarnia police and Lambton OPP be consulted for their input.

Sarnia council rejected a call to form a joint working group to identify alternate sites for Indwell's supportive housing project.

City Councillor George Vandenberg made the request in a motion after mixed opinions were shared in a special council-led public consultation meeting on the project in August.

Meantime, members of city council mentioned the Ontario Ombudsman is now involved in the land donation.

The Ombudsman investigates and resolves complaints about the administrative conduct of municipalities after a person has used the municipality's own complaint mechanisms first.

In an email to Sarnia News Today, County of Lambton Communications and Marketing Coordinator Lisa Leggate said at this point, it is not a full Ombudsman investigation.

"The county has received a preliminary call in response to a complaint received by the Ombudsman’s office on the issue. As of September 5th, 2025, the Ombudsman’s initial review of the complaint was ongoing," Leggate said.

Indwell Community Homes is planning to build 51 supportive housing units at a vacant site on George Street, donated by the County of Lambton.

Lambton County Council reaffirmed its donation to Indwell in July.

Staff have been directed to proceed with the installation of a welcome mural on the south wall of the City Hall lobby.

Photos of past mayors will be removed and transitioned to a digital display on an interactive touch screen. Displaying some photos of the past mayors in an alternate location will be investigated as well.

Council accepted a mural design from Kennady Rayn, of Seventh Rayn Design Company, in June, 2024. Funding was also provided to proceed at that time.

City staff have been asked to rework guidelines for a new community rink program.

Council felt the first draft, outlining rules to allow outdoor ice rinks to be built in city-owned neighbourhood parks, was too onerous.

If approved on Monday, applicants would have had to provide the city with proof of up to $2 million in general liability insurance and have a minimum of 10 community members prepared to actively participate in the project.

Council asked staff to include the rinks on the city's insurance, and review the requirement to have applicants sign wavers.

A decision was tabled to the October 20 regular meeting.

Mayor Mike Bradley asked CAO Chris Carter to come back with a "reformed, streamlined policy that is functional."
