City police spotted the man at around noon on Tuesday, walking in the area of Parker Street and Nelson Street.
He had a warrant for his arrest for failing to comply with a probation order.
A search allegedly turned up 127.9 grams of methamphetamine, 75.6 grams of cocaine, $101.50 in Canadian currency, and two cell phones.
The accused is charged with two counts of possession of a controlled substance for the purpose of trafficking, failing to comply with probation and possession of property obtained by crime.
He was remanded into custody following a bail hearing and will appear in court on January 23.
