Site prep planned to reopen former Warwick Landfill at Twin Creeks

Site preparation is planned this year to reopen the old Watford dump within the Twin Creeks Landfill footprint.

Waste Management Engineering Manager Wayne Jenkin shared their 2026 plans with Warwick Township council at its recent meeting.

"Specifically, this is the now closed, historic landfill on the east side of the site that was filled with contaminated soil between 2005 and 2010," Jenkin said. "It has always been part of the plan of the current landfill expansion, that the area will be excavated and relined to new standards and have new waste put in its place."

Jenkin said the work will take three years.

"The first portion of the work, which is the above grade excavation - so, the mounded contaminated soil that was placed now 15 years ago - will be excavated down to grade this year," said Jenkin.

The below grade and the native fill beneath it will be excavated in 2027, with a new lined landfill cell created in the ground afterward into 2028.

Jenkin said it will be their first time excavating old contaminated soil cells.

"We do not plan to make any sort of a pond, any sort of a low area that could accumulate with water. We will leave it so that it can all drain naturally," Jenkin said. "But, we're digging into contaminated soil, which by definition is a waste that could have odour, that could have dust, that could have something."

He says the contaminated soil will be used as cover material in the current landfill, water will be sprayed on the roads to keep down dust and a mobile deodorization unit will be on site should any odours be detected.

In addition to the site preparation, road resurfacing and an expansion of the Landfill Gas Flare Facility are planned.
