The Ministry of Municipal Affairs and Housing is seeking public input on a controversial Minister's Zoning Order (MZO) application filed by Cargill Limited.
The agricultural company submitted a request in late 2025 to prohibit sensitive land uses within 300 metres of its Exmouth Street grain terminal, and a holding provision within 650 metres of the site.
While concerns were raised about how proposed residential builds in Sarnia and Point Edward could be halted, Cargill expressed fears about how noise and dust complaints could be detrimental to business.
Many groups and municipalities have submitted letters of support, backing Cargill's MZO request, since the facility accounts for approximately 35 per cent of Ontario’s grain capacity/export.
The request has also received support from the Minister of Agriculture, Food and Agribusiness.
"To help ensure decisions are made in a transparent manner and support government priorities, the ministry is seeking feedback on whether this request should be considered and any additional information that may help inform a decision," read a government notice.
Feedback will be collected until 11:59 p.m. on Friday, July 10.
