The collision happened just before 11pm Tuesday.
The OPP says a car travelling south on Walker Rd. made a left turn in the path of an oncoming pick-up truck.
Police have charged the 22-year-old Windsor driver with making an unsafe turn.
SPS Board Chair Kelly Ash said the decision followed discussions with Acting Chief Mike Federico and aligns with practices at other police services.
