Windsor police say the road had been closed at Walker Rd., while cars were being removed from the scene.
Police say the people sent to hospital are being treated with minor injuries.
The crash happened just after 4pm, and officers expected the EC Row to re-open before 5pm.
SPS Board Chair Kelly Ash said the decision followed discussions with Acting Chief Mike Federico and aligns with practices at other police services.
