Windsor police say someone found the body at around 8am Tuesday near the EC Row pedestrian overpass.
It was located on the south side of EC Row in the area of Dandurand Blvd. and Academy Dr.
Police aren't releasing any further information.
People in southern Huron and Lambton counties are being told to limit their time outside.
