Windsor police said it happened around 12:30 a.m. between Patrice Drive and St. Rose Avenue.
Riverside Drive East is closed in both directions.
One person suffered non-life threatening injuries.
The investigation is ongoing.
People in southern Huron and Lambton counties are being told to limit their time outside.
