Charges laid after investigation at Caesars Windsor

A Windsor man is facing charges after the Ontario Provincial Police Investigation and Enforcement Bureau conducted an investigation into criminal interest rate offences within Caesars Windsor Casino.

The investigation began in the fall of 2021 with the assistance of the Caesars Windsor Casino Surveillance Department. The investigation was started after officers identified person-to-person transactions of Canadian currency and gaming chips on the gaming floor of the casino.

After the investigation, a 53-year-old Windsor man was charged with criminal interest rate offences, laundering the proceeds of crime, and possession of property obtained by crime.

Under the Criminal Code, it is an offense to enter into an agreement or arrangement to receive interest at a rate exceeding 60 per cent.

The IEB is an OPP Division, embedded within the Alcohol and Gaming Commission of Ontario (AGCO), and is responsible for conducting criminal, provincial, and regulatory eligibility investigations to ensure integrity and public safety within the AGCO-regulated industries.
