UPDATE: Windsor 2023 operating budget set with 4.48 per cent increase

Windsor homeowners will be paying more in property taxes in 2023.

Windsor City Council approved the year's operating budget Monday afternoon with a 4.48 per cent property tax increase, whittled down from a draft budget that included a proposed increase of 5.02 per cent.

Councillors had been meeting since 10 a.m. to finalize the budget. As of 3:30 p.m., the discussion moved to the City's capital budget.

"This is not a discussion of spenders versus savers this year. Everyone is trying to do their best to keep the lid on a budget during a time of 40-year high inflation," said Windsor Mayor Drew Dilkens.

The Operating Budget Review Committee has already spent four days identifying possible savings in the proposed budget.

But Mayor Dilkens believes he's identified some cost savings.

"I don't think there's anything painful, there's no service reductions," said Dilkens. "The beauty of doing the budget at the time that we're doing it is the further you get into the year the more certainty you have on what the numbers look like."
