The incident was caught on a security camera in the garage of a high-rise on Riverside Drive East off Riverdale.
Police reported on Wednesday afternoon that the suspect had been identified thanks to tips from the public.
No arrests have been made.
SPS Board Chair Kelly Ash said the decision followed discussions with Acting Chief Mike Federico and aligns with practices at other police services.
