Windsor therapist charged in child luring case arrested again

A Windsor social worker, facing child sexual abuse charges from the Ontario Provincial Police and the Windsor Police Service, was arrested again this week for allegedly breaching his bail conditions.

Shaun Raymond Ouellette, 46, was arrested by the OPP in December 2024 in connection with a child luring investigation.

He was released on strict conditions that included a prohibition against seeking, obtaining, or continuing any paid or unpaid position of trust or authority involving anyone under 16.

In December 2025, the Windsor police charged the man with sexual assault, sexual interference, and uttering threats to cause death in a separate investigation involving a 13-year-old child.

He was arrested again this week for allegedly breaching his release conditions. It's alleged he provided therapy to a 15-year-old on 11 separate occasions.

He is facing 11 additional counts of failing to comply with court-imposed release conditions.
