The City of Windsor is looking for a developer to build housing at the former W.D. Lowe Secondary School.
The property is the latest in the Housing Solutions Made for Windsor plan to have a call for expressions of interest issued.
The 100-year-old building sits on nearly five acres of property on Giles Boulevard and Parent Avenue.
"Our goal is to maximize the amount of housing we can see. Hopefully it's affordable. That's a goal as well, while also preserving the heritage facade which we think is very important for a city perspective," said Windsor Mayor Drew Dilkens.
The deadline to submit a development proposal for the site is Tuesday, October 20, 2026. Submissions will include design concepts, business and financial plans, and community benefit integration.
"Our biggest concern is preserving the facade and there's a small tower which you can see from the road, preserving that part of the tower as well. Everything else we're open to figuring out what it would look like and working through the expression of interest process with a variety of developers," said Dilkens.
This is the fifth municipal property put forward for development through the Housing Solutions Made for Windsor initiative. Others include a municipal parking lot on Caron Avenue, a parking lot on Pelissier Street, the Roseland Golf Course property.
