SIU ends investigation of Windsor arrest

Ontario's law-enforcement watchdog agency has chosen not to investigate the arrest of a Windsor man last fall.

The incident took place on October 4, 2022, at a home on Glengarry Avenue, during which a 29-year-old man said that he was injured during the arrest by Windsor police.

Windsor police then contacted the Special Investigations Unit (SIU), which invoked its mandate. Preliminary inquiries were made, but almost from the beginning, the SIU did not believe there were proper grounds to continue with a probe.

"The records showed his fractured finger was an old injury," read the notice released by the SIU Thursday afternoon. "On this record, Director [Joseph] Martino was not persuaded that the man suffered a ‘serious injury’ at the hands of a police officer within the terms of the SIU’s mandate. Accordingly, the SIU was without statutory jurisdiction to investigate the incident, and the file has been closed."

The SIU takes over any law-enforcement investigation if there is a chance an officer caused a serious injury, death, discharge of a firearm, or sexual assault.
