OLG's new 20-year agreement with Caesars Windsor takes effect

The Caesars brand will continue to shine above Windsor's skyline for at least another 30 years.

The agreement reached in May 2025 between Ontario Lottery and Gaming (OLG) and Caesars Entertainment to operate Windsor's gaming and entertainment complex officially took effect on Tuesday.

"We are proud to continue bringing the iconic Caesars brand to life here in Windsor," said Caesars Entertainment President and CEO Anthony Carano. "For more than three decades, this resort has been a cornerstone of the region's tourism economy, and for the past 18 years, it has proudly carried the Caesars name. We look forward to building on that legacy by delivering the world‑class hospitality, entertainment, and service our guests expect from Caesars."

The deal is the culmination of a lengthy procurement process that began in 2023 after it was delayed due to the COVID-19 pandemic.

The Windsor complex is the last one in Ontario to adopt the OLG's land-based gaming modernization model.

"This is a great day for OLG, our partners at Caesars and the City of Windsor," said OLG President and CEO Duncan Hannay. "The agreement we've signed will see our partnership with Caesars continue for many years to come. It's a partnership that has benefitted the community and local economy in countless ways, and we're thrilled to continue our contribution together."

The Windsor casino first opened in 1994 at a temporary site that is now occupied by Art Windsor-Essex and the Chimczuk Museum. The permanent complex opened in 1998 and has been operated by Caesars since 2006.

The agreement will continue the quarterly payments made by the provincial government to the City of Windsor. Current employment levels at the complex must be maintained through at least September 2027.

Employees are represented by Unifor Local 444. The current collective bargaining agreement remains in place.
