Campbell children to speak against father's appeal for early parole

The family of a slain Wyoming woman will again speak in opposition at a parole hearing for her killer on Thursday.

The children of Fenny Campbell say their father, Donald Wayne Campbell, is appealing a decision by the Parole Board of Canada reached in May 2022, denying his request for early conditional release.

The convicted killer is seeking both unescorted temporary absence, as well as day parole.

His son Joel Campbell, who was 18-years-old at the time of his mother's murder, told Sarnia News Today that he hopes the request is denied again.

"For them to grant him the appeal, overturn this and grant him another opportunity despite the fact he clearly showed in May he still accepts no responsibility for what he's done," he said. "He still has no remorse for what he's done and really expressed no emotion, no apology, no regret to his victims. It's very disheartening. It feels like the system is set up to benefit the offenders with little regard for the victims in making those decisions."

Joel said he, along with his two siblings and other family members, would once again be giving victim impact statements at the virtual hearing.

"We had to go through an extremely, emotionally difficult day, and an extremely strainful period leading up to it, preparing our statements," he said. "The day in May where we gave the statements, we had a correct decision made, and a correct ruling rendered."

Don Campbell was convicted of first degree murder in the January 1998 death of 45-year-old Fenny Campbell and sentenced to life in prison, with the eligibility for full parole after 25 years. He's currently serving his sentence in a minimum security prison in Ontario.  

Campbell was denied an appeal for early parole in 2018.
