Sarnia's integrity commissioner will be asked to investigate City/County Councillor Bill Dennis' conduct in chambers and his social media activity.
Council decided in a 7-2 recorded vote Monday to contact Benjamin Drory again after discussing the councillor's recent behavior during the closed portion of a special session.
Councillors Terry Burrell and Bill Dennis voted against the motion, but Councillor Anne Marie Gillis felt the request was necessary.
"We do have a procedural bylaw that will come into place when the bylaws are passed," said Gillis. "In that procedural bylaw we do have rules to maintain the decorum within the council chambers. What we don't have is any type of procedures to deal with social media and that seems to be the crux of the matter here now."
"When I look at getting our own house in order, we have the procedures to do that, we have to exercise those and we have to be bold in [doing so] if need be. But, it's more problematic from my point of view from the social media that's been pervasive and that needs to be addressed," Gillis said.
Dennis actively posts content to 6,700 approved followers on Facebook, which often criticizes decisions made by his colleagues and recommendations from municipal staff.
In 2022, Dennis said he was "about positivity" when he admitted to blocking people from his social media accounts.
He spoke to Sarnia News Today after claiming his Twitter account was hacked.
This February, the majority of council endorsed a recommendation from the integrity commissioner to suspend Dennis' pay for two days for contravening the code of conduct following a meeting on October 16, 2023.
Meantime, council later addressed the report that sparked Dennis' most recent outburst on Monday.
Option one, from the city's Joint Health and Safety Committee report, was unanimously adopted.
An emergency plan identifying potential hotspots and triggers will be developed.
Specific procedures for escalating incidents will be outlined, as will safe zones and escape routes.
Corporate Services General Manager David Stockdale said security protocols were currently under review, so an official plan was not in place at the moment.
