Repairs a 'work in progress' in Warwick after mid-July flooding, mayor says

Damage is still being assessed two weeks after torrential downpours resulted in extensive flooding in Warwick Township.

The municipality declared a state of emergency on July 18, two days after the rain, and an update was provided on the situation during Monday's municipal council meeting.

The state of emergency has been reduced to the west end of the community, where Kingscourt Road was washed out between Confederation and Zion Lines.

"The damage that we have on Kingscourt [Road], and some of the other areas in the community, and the rural area, were hit very hard. So, it's a whole community situation that we're trying to deal with" said Mayor Todd Case.

Councillor Jerry Westgate asked for the pumping station overflow to be investigated, but Case wasn't confident it would help.

"When we're dealing with these 100-year rains, unfortunately nobody wants to hear it, but there's no system designed to my knowledge that would ever prevent the kind of damages that we've had. The infrastructure is just not built to handle it all," said Case.

But, Case said they can always try to make it better.

"That's what we did last time, after the first event, we did an awful lot of work with our system and again we got hit within 11 months with another very large 100-year rain event," he said.

Acting Chief Administrative Officer Ron Van Horne said two culverts were damaged on July 16, and while one was restored, the other is estimated to cost over $400,000 to be rebuilt.

Municipal staff also reported that $45,000 is still available in the Backflow Prevention Program, after approximately seven applications were received.

"It's a work in progress. We're still assessing the damages and we will be communicating to the public once we know more," Case said.

The municipality reported after the rain event that some residents received as much as eight inches over a two-day period.
