Sarnia council briefs

City council voted in favour of declaring the property at 1597 London Line as surplus land.

It was initially intended for a long-term care development.

As previously reported, at least one group has expressed interest in the property.

Now that it's considered surplus, the city can see if there are any other interested buyers.

While most councillors seemed on board with a green bin program, they want to maintain weekly garbage collection, even if it costs approximately $350,000 more per year to do so.

"To not do that is a major service cut," said Mayor Mike Bradley.

Staff had recommended switching to bi-weekly waste collection since organic waste would be collected every week.

The amended motion to award three contracts passed with opposition from Councillors Bill Dennis and George Vandenberg, who both cited affordability/cost concerns.

General Manager of Engineering and Operations David Jackson said agreements with the recommended contractors would need to be adjusted to include weekly waste collection, so staff would return to council at a later date for final approval. As a result, it was not included in the reading of the bylaws.

Sarnia council has reconsidered a decision from last year to establish a Municipal Services Corporation (MSC) to help move Chris Hadfield Airport forward.

Concerns were raised about the cost of hiring a chief executive officer and board of directors as part of the MSC to oversee the operation of the airport. 

The city has already incurred over $100,000 in consulting and legal costs for the establishment of the MSC to date.

City Solicitor Emma Nicholson said while there's no problem in going a different route, additional costs are expected.

There was some hesitation by council to reconsider and the vote had to be called twice. After which, Councillor Terry Burrell introduced a successful motion to have staff report back with options, and that a committee of council be included as one of the options.

City council approved a 20-year airport hanger land lease at Sarnia Chris Hadfield Airport.

The applicant, 1375420 Ontario Ltd. (represented by Kim Shelley), has held a land lease at the airport since July 2006. The existing lease was due to expire on June 30.

The City of Sarnia will send a letter to provincial representatives to express its objection to Cargill’s Ministerial Zoning Order application.

Cargill submitted an application to the Minister of Municipal Affairs and Housing, right before the holidays, requesting a prohibition on sensitive land uses near its Exmouth Street grain terminal.

The motion to send a letter was brought forward by Mayor Mike Bradley, who previously raised concerns about what the order could mean for future developments.

A $2.2 million contract was awarded to Innovative Construction Services Inc. to install new HVAC roof-top units that will service the main rink at Progressive Auto Sales Arena.
