Chatham Doctor Suspended And Fined

A Chatham pediatrician is facing a list of penalties, including a suspension, after being caught practising with a suspended certificate.

The Discipline Committee of the College of Physicians and Surgeons of Ontario has laid down the decision on Dr. Julie Lee Clowater.

Clowater's Certificate of Registration was suspended between September 7 and October 6 of 2011, which the committee says stemmed from a "non-payment of fees."

The doctor was tasked with re-applying for her certificate, and the Discipline Committee told her the renewal would take some time to complete.

The college received Clowater's reapplication on September 19, but officials say it was incomplete.

During an email exchange on September 28 2011, the college claims the doctor told them "[She had] not been practicing since September 7 2011. [She is] awaiting your email to resume practice."

Clowater later admitted this was untrue.

The committee has also found Clowater guilty of practising medicine without "professional liability coverage" between November 1 to June 17.

The Discipline Committee has suspended Clowater's Certificate of Registration again, this time for three months. That suspension came into effect September 1.

Clowater has also been ordered to pay a $5,000 fine, and complete a course in medical ethics.
