North Huron CAO comments on potential shared services agreement and apartment project

North Huron CAO Dwayne Evans says an agreement is on the table for the municipality to potentially share some services with Morris-Turnberry.

Evans says North Huron Council has sent a draft of a potential shared services agreement to Morris-Turnberry for them to consider. He notes that the potential agreement is only for one specific type of service, and it would be for properties that are just on the Wingham border that are in Morris-Turnberry.

"The agreement is specific to water and sewer, and essentially the agreement allocates water and sewer capacity to Morris-Turnberry, and they can then allocate that capacity to their properties as they wish."

On top of that, Evans says if Morris-Turnberry signs the agreement, Morris-Turnberry would be on the hook for other related costs.

"In addition to that, with respect to things like infrastructure, Morris-Turnberry, under the agreement, would be financially responsible to assist with infrastructure improvements to enable North Huron to provide the water and sewer services."

At this point, Evans says North Huron is simply waiting on Morris-Turnberry council to review the agreement and either send it back, or sign it.

Evans also commented on the Riverside Apartments project in Wingham. He says council approved a site plan agreement with the developers at the last council meeting.

"So now in terms of next steps, it's down to the developer submitting their building permit application to the township, and after it's been reviewed by the township, we'll subsequently be issuing a building permit, allowing the construction to begin."

In terms of when that building permit application may come down for submission from the developers, Evans says it could be very soon.

"I think as quickly as they can move, they want to move. They want to get their application in for the municipality to review it and get the building permit issued. I'm hearing this year is when they'd like to start construction."
