Grey County appoints new Deputy CAO

Grey County has announced the appointment of Niall Lobley as its new Deputy Chief Administrative Officer (CAO), effective May 20, 2025.

Lobley, an experienced municipal leader, will step into the role following the upcoming departure of current CAO Kim Wingrove on May 2. As part of a leadership transition, current Deputy CAO Randy Scherzer will move into the CAO position, with Lobley joining the team shortly after.

"Grey County is excited to welcome Niall to the team,” said Chief Administrative Officer Kim Wingrove. “His collaborative approach and proven leadership will be invaluable as we continue to advance Council’s priorities and deliver responsive, effective services to our residents."

Lobley brings a strong background in municipal operations, strategic planning, and community engagement. He most recently served as CAO for the Township of Georgian Bluffs, where he oversaw key initiatives in service delivery and organizational development. His career has also included leadership positions with the City of Kitchener and Conservation Halton, with accomplishments in climate action, risk management, and regional planning.

“It has been a true privilege to serve as CAO for Georgian Bluffs. This is a remarkable community, and I’m proud of what we’ve achieved together," said Lobley. "From the dedication of staff to the passion of Council and residents alike, I’ve been inspired every day by the people who make this Township such a special place. I’m looking forward to continuing to support this region through my new role with Grey County.”

A resident of Grey County since 2022, Lobley holds a BSc in Environmental Science from the University of Birmingham and is currently pursuing certifications through AMCTO and the Project Management Institute.

"Niall has played a pivotal role in guiding the organization through a period of transformation and growth. His leadership has strengthened the Township’s focus on strategic planning, environmental stewardship, and community engagement," according to a statement from Georgian Bluffs. "Under his guidance, the Township launched its comprehensive Strategic Plan, View from the Top, which lays out a bold, community-driven vision for the future."

“While we are sad to see Niall go, we are incredibly proud of all that has been accomplished under his leadership,” said Mayor Sue Carleton. “Niall has helped to shape a clear direction for Georgian Bluffs’ future that’s rooted in our community and heritage, and we know he will bring that same collaborative energy and commitment to his new role at Grey County.”
