Lights, camera, action! Crew wants to film at Canatara beach

A production company's request to film in Canatara Park this summer is being viewed as an opportunity to develop a pilot program by city staff.

Three Friends Productions wants to bring a 12 member crew to shoot at the beach, near the lifeguard building, from July 28 to 31.

Sarnia Mayor Mike Bradley said it wouldn't be the first time crews have come here.

"There have been requests," said Bradley. "We had Bowling for Columbine with Michael Moore filmed partially in Sarnia. We do have other shows looking to film in Sarnia. There's a show called Crossroads on TVO that does shows about communities in transition and how they change their economies and it's called Beyond Boom and Bust. So, there's lots of times that we do get approached by filmmakers."

City staff think there's an opportunity to learn from the experience and put together best practice guidelines to inform future filming requests.

"I don't disagree with staff [requesting that the production company have] insurance in place and other things, but I don't want to over complicate it. When filmmakers come to the community, we should have an open door and do everything we can to facilitate them," he said.

Ontario Creates, an agency of the provincial government, was established to be a catalyst for economic development, investment, and collaboration in Ontario’s creative industries.

The agency estimates Ontario’s film and Television industry contributed $3.15 billion to Ontario’s economy in 2022, creating nearly 46,000 high-value full-time equivalent direct and spin-off jobs.

"It's a growth issue in many communities now, around the Toronto area in particular, where they have assets that can be used for TV shows and movies," said Bradley. "So, anything we can offer, and can do in a manner that protects the taxpayers, is good."

Ontario Creates predicts that consumer demand for made-in-Ontario content will remain high, with film and television production thriving throughout the province.

"Sarnia needs to get more recognition," Bradley added. "It's a great location for filming. I've suggested before to our staff that Chris Hadfield Airport is an ideal location for some of the filmmakers and TV shows looking to film in Ontario."

City staff are reporting to council that many municipalities have established fees for use of public spaces for filming purposes and Sarnia doesn't currently have fees established for areas that may be of interest to filmmakers; like the beaches and waterfront.

Council will consider accepting the film request and directing staff to report back on lessons learned at its meeting Monday afternoon.
