Windsor to request removal from strong mayor legislation

Most Windsor city councillors want the municipality removed from Strong Mayor legislation.

The majority of councillors voted in favour of Councillor Kieran McKenzie's motion to formally request the return to majority-rule governance in Windsor.

Councillor Fred Francis said while he has no issues with how the strong mayor legislation has been used to date, he's concerned about the future and future mayors.

"My concern is who comes next, my concern is what's the next issue and where do we test those boundaries. More importantly who can check those boundaries? That's my concern," said Francis.

Councillors Jo-Anne Gignac and Ed Sleiman and Mayor Drew Dilkens voted against the motion.

Strong mayor powers came into effect in Windsor on July 1, 2023, and allow the mayor to veto decisions, propose budgets, and hire and fire City staff without council approval.

Last month, the province proposed extending the powers to an additional 169 municipalities in the province including all seven municipalities in Essex County.
