Offender Management Unit exceeds provincial targets

A law enforcement operation designed to keep high-risk offenders off the streets is celebrating continued success.

The Offender Management Unit (OMU), a joint initiative with Windsor police and LaSalle police, released a progress report on social media Wednesday, and the results have been encouraging.

"The Offender Management Unit is enhancing how we keep our community safe," said Windsor Police Inspector David DeLuca. "By closely monitoring high-risk offenders and acting quickly on breaches, we’re preventing crime before it happens, reducing strain on patrol officers, and ensuring our resources are focused where they’re needed most."

The OMU was first launched in 2024. Since then, members have conducted 239 bail compliance checks, which is over 70 percent above the provincial benchmark. A total of 483 offenders are under monitoring, which is almost six times the target.

"In 2025 alone, the OMU made 91 arrests, including 61 bail offenders and 14 sureties (people responsible for supervising someone on bail) for breaches," read the social media post. "Many were originally charged with serious crimes, including murder, attempted murder, drug trafficking, sexual assault, and intimate partner violence."

Police reported that the OMU's work has made law enforcement more efficient, with a 57 per cent decline in GPS-related calls. This has led to officers responding more efficiently to high-priority calls.

The OMU is supported by a $2.2-million provincial grant through the Ontario Bail Compliance Strategy.
