Integrity commissioner recommends lengthy pay suspension for Bill Dennis

Once again, Sarnia's integrity commissioner has found Bill Dennis violated city council's code of conduct.

The latest finding followed an investigation launched after the March 11 council meeting, which was adjourned early following an outburst by the city/county councillor.

In the investigation report, which will be presented to council at its next meeting, Benjamin Drory said he has found that Dennis blatantly disrespected fellow members of council, and didn’t follow the city’s rules for conduct during formal meetings.

The 60 page report, which also includes several social media posts by Dennis, recommends his pay be suspended for 45 days.

Drory's recommendation is significantly higher than the suggested two-day suspension for a similar incident in October, 2023.

"I believe a significantly more serious remedial measure is appropriate in this matter," said Drory in the report. "Councillor Dennis’ breaches of decorum on March 11, 2024 were significant, and they were not the first time that councillor Dennis has been observed exhibiting similar behaviour."

The integrity commissioner said he is also concerned about some of Dennis' comments about the matter after the investigation started, referring to comments and posts made on social media.

If the commissioner finds a member of council has in fact contravened the code of conduct, council may reprimand the member or issue a suspension of remuneration for up to 90 days.

Council will decide whether or not to penalize councillor Dennis during its regular meeting on Monday, July 8.
